This is called Deep Links in YouTube terms,Once a Deep Link is incorporated into a video, the viewers of the video can start watching from a particular point and jump straight to the part of the video that you'd like them to see.

In order to create a Deep Link, please follow the steps listed below:
Find a video with a specific scene you'd like to share with a friend.
In the video information section (the grey box to the right of the video), copy the text located in the 'URL' box.
Click the 'Share' tab (located below the video).
Paste in the text you copied from the URL box into the message. This text is the video's URL.
Go to the end of the URL and add the time code for the specific time in the video you'd like the viewer to start watching.

Re: How to enable Timecode in Youtube video
It is always recommended to have the timecode with the youtube video this is because if we wanted see only part of the video then we do not need to stream the full video, and because of which bandwidth on the internet also saves, and while we can use that same bandwidth for the other use.

Here you could see the example of the timecode enabled youtube video.
