Internet behave tricky...
I have a little problem with my internet. Gets on a 100 Mbit/s from the broadband company. 100 Mbps is no wrong thinking man, but I use uTorrent and has started while I try to surf. Nothing downloaded, and perhaps up 1.9 kbit/s max. At the same time yesterday surfing something so absolutely disgusting, slowly, I think it went faster on the 28.6-modem in the past. And so for I close uTorrent and restart the Firefox browser can speed up again in.
NOD32 is the anti-virus, and Vista is OS.
Tips on what this could be?

Have you checked your speed with Speedtest? Must try it and that may put in front of you some fact about your broadband speed.

It seems that it overcame in the end. It was in that I had to not allow uTorrent to go to a web browser.
(Why now did it ..)

So I did the test as you said. An I got this result.

63.81 Mbps for receiving files
10.00 Mbps to send files
